CIPA Technology Protection
Measure and Internet Safety Policy
As per the FCC Report and Order on the Children’s Internet
Protection Act (CC Docket NO. 96-5) adopted on March 30, 2001 and released on
April 5, 2001, in order to receive discounts for Internet access and internal
Connections services under the universal service support mechanism (E-Rate),
school and library authorities must certify several items. The following is a list of the items and
the La Joya Independent School District response to each item:
1.
Enforcement of a policy of Internet to includes measures to block or
filter Internet access for both minors and adults;
TIAGRIS Corporation, the Internet
service provider for the La Joya ISD, uses Websense, an Internet filtering
application, which blocks and filters access to inappropriate Internet
sites. This filter is used for all
La Joya ISD computers connected to the La Joya ISD WAN. School districts, which are connected to
TIAGRIS, can choose to use Websense or can implement their own Internet
filtering solution at the district or campus level. School districts, which are not
connected to TIAGRIS, are responsible for filtering at the district level or
through their Internet Service Provider (ISP).
TIAGRIS personnel may be authorized
to temporarily open a door in the technology protection measure (Websense
filter) to allow bona fide research or other lawful use by adults.

The policy of
Internet safety includes monitoring the online activities of
minors;
The La Joya ISD in
collaboration with TIAGRIS uses Websense for the monitoring of the online
activities of minors. Reports are
generated by Websense for documentation purposes and will be provided by
TIAGRIS.
3.
They have adopted
and implemented an Internet Safety Policy (i) addressing access by minors to
inappropriate matter on the Internet and World Wide Web;

The La Joya
ISD has adopted a policy EC (Local) Electronic Communication and Data
Management, which governs the use of electronic media resources for
instructional and administrative purposes for La Joya Independent School
District employees, students and
community members.

(ii) the safety and
security of minors when using electronic mail, chat rooms and other forms of
direct electronic communications;
The La Joya ISD
offers I-mail web-based E-mail to district employees but not to students. Students may access E-mail for
educational purposes on a limited basis.
These are class accounts, which must be monitored by teachers and are
available through the Family Education Network, which monitors all E-Mail. Students are prohibited from accessing
chat rooms.
(iii)
unauthorized access, including so-called hacking and other unlawful activities
by minors online;
The La Joya ISD
is implementing a policy addressing unauthorized access, including so-called
hacking, and other unlawful activities online. In cooperation with its ISP, it monitors
the network and uses firewall and filtering options to the greatest extent
possible to minimize the potential for unlawful activities.
(iv) unauthorized disclosure,
use, and dissemination of personal information regarding
minors;
The La Joya ISD Computer Center and Intake Center which collect student
data (such as Information Management and PEIMS) are aware of, and follow all
state and federal laws, including the Family Education Right to Privacy
Act. In addition the La Joya ISD
has specific guidelines restricting the availability of student information.
(v) measures designed to restrict
access by minors to materials harmful to minors;
The Websense Internet Filter will be used to restrict access by minors to
material deemed to be harmful to minors.
District personnel, in supervision of students, are also responsible for
monitoring and restricting access by students to inappropriate material.
5.
That they have the
policies and technologies in place, or that they are undertaking such actions,
including any necessary procurement procedures, to put them in place for the
following funding year, by October 28, 2001.
The La Joya
ISD has the policies and technology measures in place or is in the procurement
process to complete those measures required to meet CIPA requirements.
6.
That this
information will be certified on FCC Form 486.
The La
Joya ISD will choose the following certification option on FCC Form 486:
Pursuant
to the Children’s Internet Protection Act, as codified at 47 U.S.C. 254(h) and (1), the recipients(s) of
service represented in the Funding Request Number(s) on this Form 486 is (are)
undertaking such actions, including any necessary procurement procedures, to
comply with the requirements of CIPA for the next funding year, but has (have)
not completed all requirements of CIPA for this funding year.
